It should detect all Cargo.tomls in the source tree, use tomcat to retrieve the package.license entry, and then ensure that all of the SPDX-License-Identifier lines in the Rust sources that Cargo.toml includes use that specific file.

Whether or not tomcat is a hard dependency is up to @emma.
